Good, we're trying to reduce the number of possible variables here, so the stuff running in the background potentially interfering the better.
There is no Local State file or Folder in E:\DataEDrive\Vivaldi_Standalone\User Data\
What does the folder actually contain?
Try clearing it all out, Vivaldi should then create any necessary files and folders on launching (if it launches...)
I guess I could suggest trying to reinstall the standalone, you've already done that I understand.
But maybe some software removed files from your installation directory as well. Compare the standalone Application folder to the one in the regular working install. Apart from SetupMetrics they should be mostly identical. -
I also noticed references to the locale en-AU in the logs. Makes me think it's related to the following bug fixed in 3.3 RC1:
[Crash][Regression] Fails to start with Australian and Indian English locales (VB-70690)
I thought it was only for Linux but maybe not...
Try to reinstall with the 3.3 RC1:

No, she did not. I don't know how you made that interpretation. There is a larger context here, to which @Gwen-Dragon was alluding, for which if you are using
Locale: en_AU.UTF-8
it might directly relate to your problem. She even gave you the link to help you understand!
