@D0J0P paint.net and xnview (to resize canvas when needed) should be all anyone would need. I have used a number of other image tools on my box just because I have them, but on the whole resizing or cropping (or both) the image/canvas should be all anyone needs.
In fact, now that I look at it, all you need is paint.net.

@Ayespy Is there a way I can drag from the corner of the image to resize photos in either of those programs like I can with Paint 3D? I just tried it with xnview, and like paint.net and everything else, I have to resize it by entering a pixel or percentage value instead of just selecting the picture and dragging it to shrink it down to a good size.
Also, when I resized pictures using paint.net, they seem to show up a little blurry compared to when resizing pictures using Paint 3D. Do you notice anything odd in the picture?

I'm not sure why, but the one on the right, resized with paint.net, looks a little blurry to me, especially on the bottom of the letters. Maybe I'm using the wrong setting for resizing?

My desktop and monitor resolution is 1080p@60Hz.
And yeah, please use paint.net or anything with layers (though Gimp is really, really bad). For resizing, you should use a software that has a lanczos filter which is better than bicubic resampling.

@D0J0P My display shows them exactly the opposite - the one on the left blurred, and the one on the right crisp.

I'm on Linux, so I don't have Paint.NET as an option (it's what I used on Windows).
For Linux, I've been trying out Krita. Looks like there is a Windows version as well: https://krita.org/en/
I found it a little difficult to use at first, probably just because I wasn't used to it. But it's been serviceable.

@Ayespy Really? Darn, it looks so different from mine. What's your screen resolution? Mine is 1366 x 768 on a 15-inch laptop. Kind of a strange resolution, and it's definitely not 1080p, so I'm wondering if that's why.
Would you mind doing me a small favor? I've added both sd_netflix2(the original one on the left) and "netflixtest" in my thumbnail pack. Do you think you could download the 2, put them together on your SD page and tell me the difference you see between the two? That might me a more accurate way of spotting the difference.
If it's still the same result, I should probably consider really using paint.net and trying to resize all my SD thumbnails that way. It'll be a big task, but I'll do that if it means higher quality images.

@mib2berlin NSANE says Gimp is really bad for resizing, especially when it comes to layers, but I tried it out with Gimp anyway, because I can't seem to find any other software that allows me to use the lanczos filter. Though I'll try Krita as well.
Here's a pic from left to right with the main sd_netflix resized with Paint 3D, the netflixtest picture resized with bicubic filter, and the very right has netflixtest 2 resized by Gimp with the lanczos filter. Anybody know which one looks the best and most crisp?
I also have the filed in my thumbnail pack(sig below) with them. They are: sd_netflix, netflixtest and netflixtest2.
It feels like they've all got blurry spots and sharp spots in different places.

@saudiqbal The website is good for resizing for PNG, but it seems like I'm not able to resize both the canvas and the image. That would mean I would resize the entire image to 440 x 360, and then resize it again in a program and then resize the canvas back to 440 x 360.

@D0J0P I can resize jpg too, it does resize the canvas too, try clicking the direct link with embedded settings.

@Ayespy That's what I thought too. That's too bad, as it would pretty easy to resize things by percentage instead of dragging, even if that ends up taking longer. That means I'll be sticking with Paint 3D to resize as it was the thumbnail on the left.
