Оpen screenshots (attached in the notes) in a new tab or a popup window by default, instead of current tab.

Tab Download manager
Currently, download only show in side panel so for ones who don't need that side panel but want to track their download, it is inconvenience. Moreover, for long file name, having tab is more beneficial

An option to disable tab stacking via drag and drop (to allow stacking only via tab selection).
When lots of tabs are open it's really hard to move the tabs without accidentally stacking them.

Block all pop-up (old Opera 12) regardless it is ad or not but show a notice that the ad is blocked and user can view that blocked pop-up by click on the notice

Overlay for panel.
Its minimized status is fixed, while expanded status (when any panel is opened) is an overlay (disappear when mouse is not on the area and doesn't take any space.
Panels should be enabled also via hover on button (option). -
Zoom option for webpanels

Option to dock tab bar in panel - If overlay is present and tab bar is hovered/activated probably also an option to "keep expanded" is useful.

Vivaldi settings: merge updates and networks (one option for section); downloads could be moved under panel section and/or set directly via panel.

+1 something like this (I have suggested previously).
If so, there should be an option to switch this on-off (available in Vivaldi's settings), I for one prefer the current arrangement over this, which I would find wasteful of screen space and somewhat ugly.
(This is not to diminish or oppose the feature request, I understand perfectly well why some users prefer this format with a "title" bar on top of the tab bar ; rather to complete it so as not to frustrate other users that don't.
After all, Vivaldi is about customization )
