@KDBKDB No need to reinstall Vivaldi, repair profile.
I suggest: note names of all extensions for later, remove all extensions in Extensions Manager page, install one extension, try to play video, if that works nice install next extension, and so on until video does not work; the last installed extension is the bad one, remove it. -

Settings > Privacy and Security > Default Site Permissions
Make sure sound is not set to mute for the site by clicking the Site Info button (padlock icon):
