Set vertical tab bar leftier than the panel bar

Hello,
When using tabs on a side, for example on the left left, they get between the page and the panel bar. And that makes it tricky to use.

For example, when using mails, the tab bar gets in the middle of the interface:

I know I can move the panel to the rigth side. But i like to have them on left.

But it would be nice to have an option to put them in different order, with the tab bar leftier than the panel bar on the real left edge. Beeing: "Tab bar - Panel bar - Panels - web site" the order from left to rigth.
