Mute/unmute videos freeze and stutter on resume - BUG

Greetings Vivaldi Community,
When I visit a website for videos, (youtube, hulu, netflix, whichever), if I mute the video, the frames skip ahead like half a second or maybe even a full second. When I click unmute the video keeps playing, but the first few frames stutter and make the video look laggy. This only happens when I press mute/unmute, those it really only seems to happen the worst when I unmute the audio and the stuttering follows immediately after.
Is this a Vivaldi bug, a Chromium bug, or possibly a kernel or pipewire bug? Those are what I've narrowed it down to so far I think. Currently using Fedora 38 Gnome on Wayland.

I guess it is a GPU/driver/Vivaldi issue, you can check this with disabling hardware acceleration in Settings > Webpages.

I also should mention it appears to similarly happen on Firefox 116 as well. Which is a bit odd, I didn't see this issue a couple of days ago. Recent updates were pipewire, nvidia, so it leads me to believe they may be the culprit. I've been using Fedora 38 just fine since it's release months ago, this only just starting happening like this month that I've noticed. Don't think there's anything I can do to fix it sadly. I've tried disable hardware acceleration and it didn't help anything either.
