How to prevent downloads starting before save location has been chosen?

How do I disable prefetch/prerendering/predownload or whatever it is that begins downloading any file I attempt to download before I choose the save location? As soon as I hit "save as" Vivaldi begins downloading in the background before I even choose a location to download to - this is breaking all of my downloads to samba shares.
I went into vivaldi://settings/downloads and chose "Ask where to save each file before downloading" but Vivaldi begins downloading files still. I don't want ANY pre-fetching of my files - I am on a 10 gb/s+ LAN/WAN.
When I choose a mounted Samba share after the pre-fetch has begun all downloads stops and breaks, even if I allow the "pre-fetch" to complete. This is unusable.
I cannot use Vivaldi to download anything from my Linux machine as I download everything to a samba server that my macs and Microsoft machines can use as well.
I can do this just fine in Firefox, Edge, and Chrome.

@rakista Hi, AFAIK all browsers including Firefox starts the download when the file is clicked. There is no option or flag in Chromium based browsers (Vivaldi, Edge, Chrome) to disable it. Firefox might have an about:config flag, no idea.
If your downloads fail, there's probably some other reason as Edge/Chrome/Vivaldi works exactly the same.

I'm spitballing here: Are you mounting the SAMBA shares in your fstab? If not, that may be something to try. That way the system will see the share as part of itself (with permissions sorted) and may allow the prefetch to be handled correctly.
