Can't access extensions

I have had only one extension and I recently turned it off. I want to install a new extension now and I can not get the extension icon to appear. It doesn't matter how I change the extension view in settings, nothing is there when I scroll over where it should be. I've tried removing it from the toolbar, moving it elsewhere on the toolbar, restarting the browser, nothing makes a difference. I can only see it when the toolbar editor is open.

@jaunny Hi, the Extensions Toggle button only shows if you actually have extensions enabled and set to hidden.
New extensions are installed from the Chrome Web Store:
