Help! address bar/ newtab behaviour

I don't know how to explain this with just words so here is my best attempt with an image
SO when I create a new tab the cursor defaults to the search marked green which means if I type google.com it just searches google.com. I hate that!
I want the cursor to default to the Top marked in Red I don't want to have to always go the extra mile fot the click
trust me I tried I just can't figure it out.

@EaZy5D There is a Tabs setting to "Focus on page content of New Tab" or similar. Do you have that checked? It should not be.
