Notes keyboard shortcut won't work

I've seen that same topic in the forum, but it's been archived since it was from 2016.
I'm actually in the same situation, and I can't make the panel open/close with the keyboard shortcut ⌘+⌥+N. Nothing happens when I do so.
Check this VideoAny idea?

@WhiteNoize Works fine, for me. Any possible conflict with OS shortcuts? Any 3rd-party keyboard apps?

@OakdaleFTL Well, I use Keyboard Maestro, as well as BetterTouchTool and the Stream Deck software (which can be conflicting indeed), but when I did the test and made the video, I had closed those before, just to make sure it wasn't any of them.
And as you can see in the video, the Vivaldi "view" menu blinks every time I use the keyboard shortcut, indicating that it is recognized, the same as if I do ⌘+⌥+L to open/close the Downloads panel, any other panel available with its own shortcut, they all are working properly. The Notes one is the only one not working.

@WhiteNoize I know this sounds persnickety but are you sure you've quit the Keyboard Maestro Engine? (Can't tell from you video if its icon is gone from your Mac's Menu Bar...)

I went to KM icon and clicked on "Quit Keyboard Maestro Engine". I did the same for Stream Deck and BetterTouchTool.
I've just tested it again, and even went through every single loaded app that has keyboard shortcuts assigned, killed it, then did the ⌘+⌥+N again back in Vivaldi, and to the next app, etc... until I had literally just Vivaldi and the Finder running. I've also double checked on the Activity Monitor to see if there were any residue of anything suspicious. And still, back in Vivaldi the shortcut does nothing. ¯_(ツ)_/¯ -
@WhiteNoize And Vivaldi Settings (...not just the Menu selection) still lists ⌥⌘N for toggling the Notes Panel in its Keyboard Shortcuts section?
Please bear with me: I'm not doubting your word or efforts... Just trying to understand.
Another question: Does ⌘N open a new window when Vivaldi's in focus?
