Webpages get...reset connection error issues

Hi Members, i just wanted to mention that i've noticed lately that i'm getting 'reset connection' errors when typing in website address in the address bar.
After entering the website address, theirs a delay where nothings happening, then the error page shows. also when trying on another attempt or when the error page tab is in the background the page will load in the background
Generally, if i go to the Google search page, this will load, and then i search for the website through Google Search the same website will load.
I have the latest Vivaldi stable build, and i did do the 'User Data' reset procedure at first which didn't change the issue, i also then followed on by uninstalled and reinstalled the browser.
I'm on the Windows 11 pro 22H2 Os build 22621.1778 which is the latest (first to test builds)
The Google Chrome or Microsoft Edge browsers haven't suffered this issue, so i haven't made any changes in the Windows network setting regarding altering any Windows default proxy settings, i use ' Windows Phone link' and Acronis Cyber Protect to sync and backup my data (this data Syncing and backing up process happen just after the computer boots, and is completed before i start to use the computer)

Hi, when you use bbc.uk.com Vivaldi try to open an unsecure page: http://bbc.uk.com
This is blocked in Chrome, too:
Bbc.com is changing to a secure HTTPS page.

Hi mib, the website for example is www.bbc.co.uk, if i type this in it will error (reset connection), but this is the correct website address, and if i 'reload' it will load the site.I just tried it with www.nike.com, and the same thing happened, it errors at first but if i refresh it or click 'reload' the page eventually it will load.
Once the website is loaded, if i go to the website links in the website their are no issues, and if i open another tab and put in the same website address this will load first time with no error.
I starting to think is it my ISP or the router, but it can't be as Edge and Chrome browsers don't have any issues.
I can't work this out, so i'll have to just live with it until is straightens itself out, maybe it's something clashing or interfering with the network service and Vivaldi specifically.

Hi, i've just tried the laptop with a hotspot connection from another external mobile data device (that is not the phone which is Window Phone linked to the laptop), it's definitely something to do with the ISP provider or router Wifi connection.
Maybe Vodaphone Broadband are doing something on there servers, but something at there end is messed up.
Thanks for your help/advice on this mib2berlin, but the problem has been found

Hm, I am on Vodafone too, may I check this with a hotspot.Cheers, mib
EDIT: Cant open http://bbc.uk.com over my mobile provider, too. -
Does the website remain permanently unavailable or can you access it from another normal browser? (not VPN, etc)
