Hi, suddenly I cannot log into microsoft teams, it just loops. If I clear all cookies and data, then Accept all Third party cookies, it still does not work.
Please see the pictures for my settings.

Your Vivaldi is set to block all 3rd-party cookies.
It works in Edge probably because it allows all 3rd-party cookies.You have added the domains to the ad+tracker blocker exceptions list - This list does not control cookie blocking.
You are also using the wrong syntax here, the format for the adblocker list is simply:domain.com
If you don't want to globally allow 3rd-party you will have to add domains here:
chrome://settings/cookies
Using the syntax you are using above, i.e.[*.]microsoft.com
Look in the Blocked tab of the Cookies dialog what domains you need to add. There's probably a lot of domains needed for MS logins.You can also add allowed servers/domains directly from the blocked cookies dialog, but it's not as "clean".
Also, you should avoid adding lots of subdomains, usually just the domain is enough, so for instance:
[*.]microsoft.com
[*.]microsoftonline.com
[*.]skype.com
[*.]skypeforbusiness.com

Like I said above, if you do not want to allow all 3rd-party cookies you need to add 3rd-party cookie exceptions in:
chrome://settings/cookies
Paste that url into the address field. It will change tovivaldi://...
Vivaldi's documentation says to use the Site Info button directly.

What I do is addchrome://settings/cookies
as a web panel so it's always available. Make sure you add the url starting withchrome://...
And just to make it clear: The rules in Vivaldi's Ad+Tracker Blocker has nothing to do with blocking/allowing cookies.

I hope they fix that, if possible, what a pain!Also, I have used the Per Site cookies for teams, but it does not show any cookies blocked. When I Block third party cookies, it does not show the same list of "Cookies in use" as when I use Edge, almost as if Vivaldi is blocking them but not showing as blocked.
When I select not to block any third part cookies, the "Cookies in use" list is exactly the same as in Edge. -

Please make some screenshots of your cookies Allowed exceptions list as well as the Site Info allowed/blocked tab.
I'm afraid I can't test anything with Teams because I do not have a account to test with.
OK so turns out I can use my free MS Account for teams as well.
This is what I see in the Site Info, Allowed tab:So you'll need to allow 3rd-party cookies from:
microsoft.com
microsoftonline.com
skype.com
live.com
should not be necessary since it's the 1st-party domain for Teams (depending on your account type) but is probably a good idea to add anyway for sign-ins to MS services in general. -
I fear as new changes Microsoft does only allow Edge to run correct.
And Edge browser identifies itself by browser agent as:
Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/112.0.0.0 Safari/537.36 Edg/112.0.1722.68
Vivaldi as:

I have no Teams.

But try to switch in Vivaldi Settings β Network the User.-Agent masking "Report Browser Brand As" to "Edge". Restart.
Hmm, but that does not give the same browser agent.Nevertheless give it a try if that helps for Teams.

And your Chrome "always use cookies" page - you have done the same in Vivaldi as told?
Or is your "Chrome" screenshot actually from Vivaldi? Hard to tell there...Are you running Adblocker and is it active on the Teams page? A reason for it not working and/or not showing cookies could simply be that requests to other domains are blocked by the adblocker.
Basically, if you want to make Teams work:
- No adblocking for Teams
- Allow all 3rd-party cookie domains that Teams requires

If I block third party cookies in Vivaldi, even with the Chrome exceptions, teams will not work. If I do not block third party in Vivaldi, teams works.

I'm sorry to say you have misunderstood how this works.
The only valid rules here are for
samsung.com
,massbay.edu
andautopartners.net
. The rest will not work, the blocking exception list takes only hosts/domains. This is why the recommended way to add exceptions to the blocker is using the address bar icon toggle, not adding sites yourself:

Your wording was not incorrect, I am just a newbie and this is what I finally undestood you to mean:
Open Vivaldi browser, paste the following url into the address field in Vivaldi and then press Enter: chrome://settings/cookies
I now know it's what you said, I just misunderstood it
