Drop down menus and hover broken

Starting just now (7:00am MST 4-21-2023) Vivaldi browser lost it's drop down menu abililty, as well as hovering to display information on websites. The dropdown menu problem is tied to the other, and also occurs with right click menus. They both now only briefly flash the information (drop down menu, right click menu or hovercard), then it disappears, making it exceedingly hard or impossible to use the browser. Having to go back to firefox. Vivaldi 6.0.2979.15

The problem began after I had been using the Vivaldi browser for about an hour. It just suddenly started acting "jumpy" and the problem showed up. I removed extensions, cleared the cache and closed and relaunched the browser and the problem persisted. It occurred without going to any website, (just opening Vivaldi) the drop down menu and right click menu cease to work properly. The drop down menu only flashes momentarilly and will not stay visible long enough to make a selection. It immediately disappears. Same with a right click context menu. On websites, the usual feature of hovering over an item that contains hovercard code (like the full title of videos on YouTube) do the same thing....appear momentarily then disappear.
My test was to go to the Firefox browser, and go through the exact same functions (left click on menu items, right click for context menu, and go to the exact same web page to test the hover feature, and everything worked fine, eliminating my computer as being the source of the problem.
Additional test: When I close Vivaldi, clear my cache, turn off the computer and restart, the problem went away. I am waiting to see if it returns, since it worked fine earlier this morning and then suddenly developed the problem.
Computer is medium feature bench-built with:

@ajenn Ah, you mean that all menus and context menus fail in Vivaldi user interface?
Is your PC's graphics driver the latest from card/chip producers website?
Have you deactivated GPU hardware acceleration in Vivialdi Settings → Webpages?
Have you made any special settings in vivaldi://flags and vivaldi://experiments ?
Do you use command line options in desktop shortcut to start Vivaldi? -
Yes it is only in the Vivaldi UI. My graphics card auto updates itself. I am using the default settings in Vivaldi, including "Use Hardware Acceleration When Available," but I will disable it. I have not made any special settings in vivaldi. I do not use command lines to launch vivaldi, I use the program shortcut that was created when it was installed.
The problem has apparently vanished now, before I even disabled Hardware Acceleration. Will check on the graphics card.....

@ajenn AMD graphic chip/driver is sometimes a troublemaker on different OS with Vivaldi.

I have the same problem. Actually, I HAD the same problem with both Chrome and Vivaldi. I "fixed" the problem on Chrome by turning off hardware acceleration. I found the setting on Vivaldi and unchecked the box and restarted it. It worked!
Since I have another issue that started with whatever triggered the disobedient mouse change, how do I get the hover to work (on PC) on YouTube where I can't hover over the text on the right sidebar to see the rest of a title? I can see a quick flash, and then it's gone.
