What happened to scroll bars?

At https://forum.vivaldi.net/category/32/vivaldi-for-windows , this forum,
in the scroll bar area on the right hand side, I see the up and down arrows but not the scroll bar handle, the area you use to move and scroll the web page. I do not recall not seeing it before. If click where the handle bar is, it appears and I can use it. If I click where the handle is not, I get a page up or page down. You have to figure out if the movement was up or down. If I want to use the handle, I have to click in the scroll bar until I find it. . The same problem exists in the forum post compose dialog box. I have seen this problem on all the Vivaldi site pages that I have looked at tonight.
This sucks.
I like to scroll by moving the handle because I can dynamically control the rate of movement, especially when I am looking for something. The middle mouse button is a poor substitute.
I see the same problem with Firefox.
I saw some post that said that scroll bars are web site dependent. That didn't make sense to me. It seems to me that scroll bars are part of the brower user interface that the web site should not control.
Why would the Vivalid web site designers make the scroll bar handle invisible? What does removing it accomplish except iritate, inflame, and madden users who want to use it? Does somebody at Vivaldi think that making its site harder and more frustrating to use will make users go out and recommend Vivalid to other people?
What is going here? I do use some visually handicapped color settings, which, per European Union and US anti visually handicapped discrimination laws, all web sites are supposed to support. Is it related to them? I also use Windows 7. Is that a factor? Is there a way to get the handle back.

@northmadison I see the scroll handle in your screenshot. Where do you see this problem?
The scroll handle will, of course, disappear if the page is short so that no scrolling is possible.

Could your problem be with the contrast between the "light grey" (scroll bar) and "medium grey" (scroll handle).
Perhaps you could try with different themes?

Tonight, everything that did not work last night works. All of the Vivalidi site pages that had the problem last night now have visible scroll bar handles. The Vivaldi forum composer dialog box also has a visible scroll handle. All Ebay pages have one. I know of nothing on my computer that has changed. More remarkably, pages on the Firefox browser that had a problem last night work tonight. I thought that fact significant because some posts say web pagescroll bars are web site dependent, not browser choices, something that surprised me to know.
