W11 | Hosts file + DNS

Hi,
Does anyone know if there's any limitation related to Stop DNS Service in W11?
Just started to check about W11.
Did 2 installs with 2 different edited ISO, PhoenixOS.
https://windowsxlite.com/WIN11/I use a +/- 20Mb HostsFile so the DNS has to be disabled or it spends long time and resources to check it.
It works fine on W7 and if I remember, equally did on W10.
On W11 can't achieve the same goal, had to take Ownership for the DNS Service / Registry to disable / modify.
Or disable the DLL causing, in each case, startup delay and lost of internet connection so it seems somehow Hardcoded.
Haven't found anything related yet.It should"" work since the Router's DNS, even adding it manually in Net setup, but keept failing in both cases.

If works for you, then the Phoenix ISO would be wrong.
