Zoomed UI bug

Sometimes when I use smart zoom on MacOS (magic mouse - double tap, regular mouse long middle click) and I have open developer tools, it also zooms the browser UI and cannot be unzoomed. It happens in irregular .. i'd say in 1 from 50 cases. In this state I cannot access left toolbar, whole titlebar including tabs (only group tabs are visible).. The whole UI is somehow zoomed in and the overflow is hidden.
New window and anonymous window is okay. The only way to reset the zoom is restart Vivaldi.
Note: this has nothing to do with the Zoom UI level in the settings.. that's something else and also messing with that setting did not help.EDIT:

This happens for me as well, and has been happening off and on for over a year or two. I was just about to post a bug report about it, but my search found this post, so I'll add to it instead.
It normally happens for me during normal operation without the developer tools open. If part of the UI borders remain visible then I can position the cursor in the border area and scroll the whole window to access other tabs, sidebar controls, etc., but if the UI borders disappear then they cannot be recovered.
When this happens to me the UI only zooms in the one active window, and trying to control or reset the UI zoom affects all windows, but the abnormally UI-zoomed window just changes in proportion and never resets, and cannot be independently reset, to match all other windows.
Curiously shrinking the content of the window never makes it all visible as it is always centred in the virtual window representing the full size of the UI.
I cannot seem to trigger this on demand. It seems to happen more or less randomly when I'm least expecting it. I double-tap on an image and the whole window zooms, not just the content. It's not very common -- I use double-tap a lot, but it is very annoying and surprising when it does happen. Even if I immediately double-tap again to un-zoom only the content is effected. Sometimes a third or fifth double-tap in quick sequence will continue to zoom the UI in that window, but the even double-taps never unzoom it.
Some releases seem to suffer this problem more than others -- there was a while recently when it didn't seem to happen at all, but since the last update it's been quite frequent again.
Restarting the browser fixes the problem.
I can't upload a screenshot as the image is too big (it's only 7.2 MB, and even as a more compressed JPEG it is still 5.7 MB -- the 2MB limit seems a little over-kill).

Open this in a new window (unless you also want to trash a window with other existing tabs), then double-tap on any of the new sub-frames.
Sometimes, but not reliably for me, a second double-tap on the same object in the same sub-frame (or generally anywhere in the same sub-frame if it was on text) will unzoom the whole window properly, but sometimes it will become stuck and the window must be closed (or the whole app restarted). Perhaps this is only if/when the area of the first double-tap disappears from the screen and can no longer be accessed.
Perhaps the bug has to do with zooming of objects in sub-frames.

I also experience this issue multiple times per day. The only solution I have found is to close the tab and reopen it. Refreshing the tab does not revert the tab back to the unzoomed state.

Have you tried the keyboard shortcut command + 0 to reset the zoom back to 100?
