can't sync background tabs from Android

I have many tabs open in Android, say 100 tabs. Most of them go inactive or in background after I think the ram memory is insufficient.
I exit the android application without removing all the tabs to restore on next session. In next session, I use only few tabs as active, say three of them, and rest are untouched in background.
When I try to get all the tabs on desktop [Linux] by clicking on the cloud button, only the few active tabs, say three, are shown and not the rest 100 tabs.
I want to get all the 100 tabs, is there a way? Making active each of the 100 tabs manually would be very inconvient. -
Is this related to this sync issue? or is it intended that way? It might be intended, but can someone find a workaround?
Is there a way to copy a folder in Android that will bring all the config files including the tabs so that I can paste it in another Android to restore tabs. That will also suffice. My phone is unrooted now.
Can I bookmark all tabs on Android like I can do on desktop, that would also be enough. This can be a good feature request IMO. -

Hi, the "Send to device" feature is different to the "Cloud" feature.
I can really test this, I don´t use many tabs on mobile devices. Can you check if tabs appear if you activate some and use "Trigger GetUpdate" on vivaldi://sync-internals ?Cheers, mib

yes the active tabs appear in sync-internals, but only the active ones.

A last painful resort might be found here. This thread is pretty much a duplicate of that. I think a feature of bookmark all tabs on mobile is the quickest and simplest way to officially solve this for now. I upvoted it. And background tabs must be synced as well.
