Can't Login To Penn State Health Portal

https://www.pennstatehealth.org/patients-visitors/billing-medical-records/my-health-patient-portal is the starting page where you select Patient Login.
Get a message on the resulting page tab saying Access Rights Validated but it seems to keep refreshing or looping and never displays the login page.
Then you get a site can't be reached after some time.

Hi, the link open the login page on cernerhealth.com
You can try to login with a private window, maybe it is a cookie issue.
I would try to delete the cookies of this page in Settings > Privacy.

i deleted all the cookies but I didn't get the sites you got with cerner. Mine listed two Penn State Sites I deleted everything.
So there's an additional logon screen after the first one that you don't always get where you actually enter your credentials. It's this screen that causes the logon crisis. I'm guessing that you don't get it if you've logged on within some period of time. It seems to hang on this:

I went back in and deleted the cerner cookies and that seemed to fix the problem. But what does that mean? I have to delete the cookies everytime? Why does it seem to work correctly on my other Vivaldi account?
