cookie notification won't go away on twitch.tv

No matter what I select, Manage Cookies, Accept All, Set Cookies by Usage, in vivaldi the cookie notification remains at the top of the screen on twitch.tv.
On my other browsers, including the chrome-based iridium, this doesn't happen. After selecting something the cookie notification goes away.
This started a few months ago. Before that, it worked as expected.In Settings I accept Session cookies only, and block third party cookies, a setting configuration that I have used for a long time, since well before this problem started.
When I look in the settings under Saved Cookies, there are some twitch cookies in there.Anyone else have this?
Any ideas? -

What happens if you click "Accept"?
Seems to work fine here, with those settings. The banner disappears after clicking Accept.

Yes, as mentioned above, I tried Accept, and that did not work.
I had also tried it with all extensions disabled, and that did not work.
I had not tried it with another profile. With a guest profile, it works.BTW I'm on vivaldi 5.5.2805, W7-64.

@joss Maybe a Win7 issue, but I doubt it. Willing to bet it's an extension.
When disabling extensions, close all open tabs and restart the browser. This in case extension code is still "live" in tabs or memory.
Also try playing with your cookie settings if that changes things.
Make sure to also clear site data/cache/cookies - it's in the troubleshoot guide.
