Yes, it is quite simple, I also found out myself
Now I believe the Vivaldi team that there are 1 million settings for the Vivaldi browser.

To close the tab bar I have set a keyboard shortcut, is it possible to use it with the command chains?

@stardepp By "tablebar" you mean the Tab Bar?
Yes, you can use a hotkey for chains, in Settings > Keyboard > Chains.
This seems to work fine:

@stardepp The shortcut to toggle the Tab Bar can be reassigned to your Command Chain, but it cannot be used for both actions.
Ctrl+Shift+R works for me to Toggle Reader View, Show/hide Tab Bar.
Pressing it again, toggles off reader view and shows the tab bar.
