Notification pop-ups

I'm on Vivaldi latest version (5.4.2753.51 (Stable channel) (64-bit)) and Windows 10 latest.
At some point in the past couple of weeks, I think, I started seeing a flow of previously non-existent Vivaldi notifications in the bottom right-hand corner of my screen.
They appear for such a short time that there's barely time to read them. If I'm lucky - and don't waste time trying to read it, there's just about time to click on the setting icon on the pop-up, and then, if I'm lucky, time to click block before it disappears. So, I probably don't even know what it's for, but I survived very happily without these silly pop-ups and want to get rid of them.
I assume that it was a Vivaldi update which turned them on without asking me ...
I did clear the cookies recently too, so that might be relevant, but clearing cookies is something I do now an again without any ill effect.
So, what caused the notifications to start appearing ... and how can I turn them all off ?
Before anyone tells me to go to go here ... chrome://settings/content ... it makes no difference
So any other suggestions ?

@Colin-Hoppe Windows System > Notifications & Actions, then scroll down to “Get notifications from these senders” list, disable for Vivaldi and you do not see them anymore.

@Colin-Hoppe You have allowed some site to send you notifications. Going to
chrome://settings/content/notifications
is the only way to find what sites are allowed and remove them.After that, go to Vivaldi Settings > Privacy and Security > Default Permission. Set Notifications to Block.
Now you will no longer see notifications and no longer get bothered by sites asking to show them.

No, sorry, I already said that chrome://settings/content/ makes no difference
Also, my Vivaldi setting was already blocked and always has been.
If anyone has any clue as to what is going on, then I'd be pleased to hear from you

@DoctorG Hi - That was already set to block at the top level and no individual programs were listed anyway.
However, I just turned off all those greyed-out categories below, then blocked again at the top level to see if that makes any difference.I'll post again later with the result ...

What do you mean by "makes no difference"? Is it empty, no sites under "Allowed"?
The full url is:
chrome://settings/content/notifications
and needs to be pasted into the url bar.Also, my Vivaldi setting was already blocked and always has been.
If you allowed some sites before you set it to blocked they will still be allowed to send notifications.
A screenshot or screen recording of these "pop-ups" might help understand what you're seeing here.
Please try all the troubleshooting steps, including testing in a clean profile and disabling extensions:

Everything is blocked and always has been.The notifications started arriving regardless and I don't know why
As for screenshot, that's a bit of a challenge as they barely stay visible long enough !

@Colin-Hoppe Well OK but Vivaldi does not serve notifications if setting is to Block and no sites are in the allowed list.
Try also checking the internal URL:
vivaldi://serviceworker-internals
If there are any sites registered there. You can click Unregister on all except the top one which is from Vivaldi (Scope: chrome-extension://mpognobbkildjkofajifpdfhcoklimli/
)Without knowing how these popups look it'll be hard to give advice on what they might be and how to solve it.
What do they say?
What do they advertise?
What sites do they link to?
Have you tried clicking them?
Do they have the Vivaldi logo?For all I know they might be something on your system pretending to be the browser, malware maybe.

@Pathduck Yes - my permissions looks like that ... and likewise the notification (except mine is white ... ) AND mine doesn't have anything "Allowed"

@Colin-Hoppe OK please try all the troubleshooting steps I linked above, including testing in a clean profile. I'm out of ideas what might cause this.

I seem to have found the solution as I've not seen any pop-ups for the past couple of days.
As I mentioned previously, all the settings mentioned above are blocked etc, so in theory I should not be receiving any Vivaldi notification pop-ups ... but I was.
So, there was a change that suddenly turned the notifications on . Now I know where to turn them off and it with hindsight it seems fairly obvious. Do this ... go to
Tools > Settings > search for "notification" > it switches to the "Display All" view with all the "notification" occurrences highlighted > JUST TURN THEM ALL OFF OR BLOCK as the case may be.I never turned them on in the first place, so presumably it was a Vivaldi update ...
