Downloads don't start in popup windows

I have an issue that I'm having, and I wanted to know if someone else could repeat the issue before I file a report. The issue has to do with downloading a file from a popup window. I am a teacher and our LMS(built by Blackbaud) allows students to attach files to assignments that they turn in. When I access the gradebook, it opens as a popup window with no browsing controls, sidebar, nor ability to change the URL. I can then click on a student's assignment, which opens what I think is called a modal window that covers up the gradebook, but is still inside the gradebook popup window.
If I attempt to download a file from this view, the first file usually downloads fine. I can even see it appear in a download tab in another window. The second file I try is the problem. There is a slight flicker in the URL bar where it flashes to the link before changing back. The file does not even begin downloading. The files appear to be stored internally in the LMS server, but I'm not actually sure if that's the case.
The reason why I think this might be a bug is that I copy and paste the link from the popup into a normal browser window, it downloads just fine. Open link in new window still works, as does "Save Link As..." If I access the same link through a different part of the LMS, it downloads fine too. The issue seems to be limited to when I try to download more than one file inside of this specific kind of window arrangement with a left click.Since a lot of things don't work in this popup window, and I wondered if the flicker was a failed attempt to maybe open the Downloads sidebar. I wondered if that in turn causes the download to fail to even start.
If I close the popup and relaunch it, I can generally download ONE file again before it stops downloading.This problem does not happen in Chrome, Firefox, or Edge-- all 3 can download these files fine from the popup.
These pages are secure pages inside our LMS, so I can't actually provide a link for testing, but I wanted to ask if anyone else had noticed anything similar. (I did a forum search, but missed any duplicate issues, if they were there!)
The only extension I have running is LastPass, and I'm on version 5.4.2753.51 (Stable channel) (64-bit), which my browser reports as current. I'm on a Surface Book 3 running Win11 Pro, 21H2, build 22000.978 with no updates to download in Windows update.

Actually, yes it does. It opens a new window and then the download starts and the window closes.
That got me thinking about pop-up settings, so I checked my privacy settings. While enabling pop-ups didn't seem to do anything, I noticed a setting called "automatic downloads" and enabling that one seems to have done the trick!
If it's like Chrome's equivalent setting, then the description seems to match perfectly to my issue-- "Ask when a site tries to download files automatically after the first one". It would be nice if Vivaldi had similar descriptions of individual privacy settings like Chrome does.
