Why is Vivaldi not in Linux Mint repo?

In the linuxmint forum someone asked why Brave browser is in the official repositories and Vivaldi is not. Does anyone know an answer?

@Dancer18 You mean in the list of software (sorry, i do not know, how app is really called in English mint desktop which lists all available software)?

@DoctorG It is not in the 'software center', in German "Anwendungsverwaltung", until you installed Vivaldi using the download file *.deb.
Afterwards it is listed there. -
@Dancer18 I do not know which policy Mint maintainers have to allow Vivaldi app to be officially hosted in Mint repo.
