mail trash

I permanently deleted the mails in the trash .... but they all ended up in the inbox why? is it a bug?

then when I try to delete them from the inbox, it tells me "mail already in the trash"

It might be, but I do not see that behaviour here.
Open the popup from the mail icon on the Status Bar, and from the Settings, Dropdown, select Rebuild Mail Search Database.
Restart Vivaldi and see if the problem has disappeared.
