Vivaldi connects to 'net logged in as admin, but not as user

I'd been using Vivaldi without difficulty until today! Suddenly I now get not connected to the 'net / the proxy server/run net diagnostics message.
However, when I log in as admin, I have no problem accessing the net with Vivaldi.
As a user, my Outlook email works with no problem; it is just Vivaldi. I even tried uninstalling and reinstalling Astrill, Bitdefender, and Vivaldi as system install, both as admin and as user; still no access as user. Attempts to run Network Diagnostics results in an error.
Any suggestions? -

Please post your system information from Help > About here to help diagnose the issue.
Generally from you mentioning a "proxy server", Astrill (VPN) and Bitdefender, my guess is the problem lies somewhere there. The first step when troubleshooting is to step by step exclude anything that could potentially cause a problem. So I would start with disabling all of these programs and testing.
Also I don't understand why you would log in as Administrator at all. There is rarely if ever any need to log in as administrator. Nor is there any need to install programs as administrator, as UAC in newer Windows versions should take care of any permission problems during install.
Attempts to run Network Diagnostics results in an error.
What error? Generally Windows' Network Diagnostics is basically useless as a diagnostic tool and rarely gives any useful result.

As I explained before (but not very clearly!), until yesterday I've been running Vivaldi without any problem. Suddenly it cannot connect to the 'net, while other programs such as WeChat and Outlook still can, so it is probably not a problem with Astrill or Bitdefender. When I log in as administrator, Vivaldi works fine. In fact, what I am having to do here is to switch between logins; I go to User to get the error information, then switch to administrator so I can access Vivaldi to communicate with you!

Precisely the wrong conclusion to reach. 3rd party security software frequently starts blocking Vivaldi "out of nowhere," never having done so before. This is usually after an update of Vivaldi, or of the guilty software.

@Ayespy After I uninstalled Bitdefender, Astrill, and Vivaldi, and then reinstalled Vivaldi, the same thing happened: Vivaldi worked fine under Administrator, but did not work under Don as user. Everything else accessed the internet without any problem.

@Ayespy After I reinstalled Astrill and Bitdefender, the problem persisted for user, and Admin's Vivaldi still works.
I did not manually remove residual Registry entries for Astrill and Bitdefender; that is an option if you think that might help.
What confuses me is that Vivaldi is fine under Admin and not under user. -
@DonRechtman The error message you posted (ERR_PROXY_CONNECTION_FAILED) indicates Vivaldi tries to connect to a proxy and fails.
Vivaldi will always use the system proxy settings if one is configured. If you go to Settings > Network, click Proxy Settings, this will open your system proxy settings.
If you search the web for ERR_PROXY_CONNECTION_FAILED you will get a lot of articles, most of them useless crap, as there often is no generic fix for such errors.
As to why you're running a proxy when you say you don't - remember that a VPN is a proxy, and also that some security programs will proxy any connections to allow them to be scanned for malware.
So again, everything points to your VPN/Security programs. You probably didn't need to actually uninstall them, any good program like that should allow you to temporarily disable them to test issues.
There is no "silver bullet" click-this-to-fix solution here. You will need to do the necessary detective work yourself, as you're the only one who knows your system.
As to why it works when logging in as Administrator, or in other programs, I have no idea. Again you will need to figure this out. For instance there might be differences in setup for different accounts - maybe the VPN/AV is not running for that account? And some stupid Security products will "whitelist" known software and allow them to connect, while Vivaldi will not be recognised and blocked.

Inspired by your comments, I revisited Win10 Settings, Proxy. I scrolled down to a feature I had not previously seen, and sure enough, there was a proxy server assigned!
I deleted it, and now Vivaldi works just fine in my user account.
