      • Right-click on a toolbar to show the Edit option
      • Open the Submenu
      • Select the desired option

      This submenu could be displayed directly on right-clicking a toolbar.

      The Edit menu just adds one extra step to the process of editing toolbars. I would move the Customize Toolbar item to the top to make it harder to remove a button by mistake.

      Alternatively, one could have a single item, and always open the dialog to edit the toolbar. This would be ultra-safe, and still reduce the number of clicks by one.

        In theory, this should be possible by editing the Panel Bar Button context menu, to disable the (Show as subfolder) option, but this does nothing.
