"Don't allow sites to use Javascript" setting is not respected

After upgrading to version 5.3 I noticed that JavaScript was running on sites where I had blocked it. I tried all the things mentioned in the guidelines (clean profile etc) but the bug remained.
I submitted a bug report and received a confirmation (commendably fast). I hope it can be fixed quickly, 'cause I'm a bit paranoid.

Hi all,
Just created a profile to report this, as I wasn't able to find any relevant threads.
Since a couple of versions, it's become impossible to disable javascript. Actually, I can choose the setting "Don't allow sites to use Javascript" at chrome://settings/content/javascript, but it doesn't actually disable js. I tested with whatismybrowser.com/detect/is-javascript-enabled and other websites I frequently use.
Has anyone encountered this issue?
I'm using Vivaldi 5.3.2679.51 (Stable channel) stable (64-bit) on Debian Testing.--

@A11yCat Yes, numbers are sequential.
But sometimes a tester/dev can set one as a master bug and others are duplicates or related to this master bug. -

@DoctorG Glad to hear it! But uBlock Origin's dynamic filtering does offer better JavaScript controls than the built in Vivaldi JavaScript options, I'd recommend using that (it's a learning curve, but it's worth it).
Alternatively, there's uMatrix. It's from the same people who make uBO, and it offers better JavaScript controls. Unfortunately, it no longer gets updates.
Lastly there's NoSctipt. I can't endorse it, because I've never used it myself. But I've heard good things about it, and it may have less of a learning curve than the others.
