ability to enable/disable Extension based on the user match case

This feature can be defined on two conditions like,
- active on all sites
- active on the user-defined site/s [in this, the site match case will entered]
Expected Behaviour:
if a extension is defined for the particular site, then it'll only activates at that point and automatically disabled when the site (tab) is closed.
for example, if a extension is assigned to the YouTube or YouTube related site, then that extension activates and deactivates when it's not.
FYI, This will help in reduced background use of extensions, uses less Memory/RAM and from my perspective, this is a must need feature to have when using multiple extensions.
