Folder selection window not active on "save as"

I choose "save as" for an image. The folder selection window opens with the current name of the image highlighted. In the past, I could overwrite that with my own title-name. I cannot do that now unless I first click on the window (or do Alt-Tab) to make the window active (not sure if that is the correct term). This began a couple of versions back. I'm in Linux Mint

This is not a huge issue for me, but it seems to be a bug. I saw another post where the window disappears. Mine does not disappear.
