Solved Vivaldi not honouring notifications setting.

This one is very simple.
Notifications set to block in vivaldi privacy settings (not ask).
If I browse daily mail website, example link here. I get prompted do I want to allow notifications, I select no, it seems to be stored, but if I wait 10 days and go back I get asked again.
So two issues.
1 - The block privacy setting isn't been honoured.
2 - The site specific setting is forgotten after 10 days, I selected no, I didn't select ok I will reconsider in a couple of weeks. -

If you block notifications, they show a fake one that looks exactly like the native one
I have a dark theme, so the real one would show up with a dark background.
If you click Allow on that one, they will start a download of something called "MailOnlineSetup.exe", probably malware in disguise, and tell the user to install it with a big red "click here" prompt.
Which of course won't work in Vivaldi because the downloads don't show there. Idiots.
