Solved Importing bookmarks says Edge is open when it is not

In the File menu I cannot see Import Bookmarks as such. I have tried Import from Applications and Files and selecting Microsoft Edge. That reported that it could not proceed as Edge was running even though it was not open. I rebooted and tried again with Edge not opened. I get the same problem even though Edge had not been opened.
Can anyone tell me why or offer a workaround please? -
I found the answer myself. Although Edge was not running, on opening the PC Edge had started some background processes. I closed those in Task Manager and could then import.
I wonder if the Vivaldi staff can add to the warning or maybe work around the problem.

@techauthor Edge starts some processes in background and hides when Windows user logs in. And after closing Edge app will stay in background.
I have no englisch Windows but that could be this setting:
Settings → System → Startup Boost and something like "Continue running background extensions and apps" -
