Fullscreen With 2nd Monitor Only Contained Within Window

Vivaldi doesn't go full-fullscreen. It "fills" the space of the browser according to the horizontal space available, resulting in cut off context at the top and bottom and the UI appearing. This does not happen 100% of the time which is even further frustrating. Cases seen below:
Issue is resolved when Windows+P-ing and only enabling just the monitor, and then restarting Vivaldi. The issue comes up in a new Vivaldi window once the monitor is extended. However, it does not occur if the content is already fullscreened when you do Windows+P to add the second monitor back.
Monitor 2 is 1080p, Monitor 1 is 1440p Widescreen (32:9).

UPDATE: This is not caused by my second monitor as I thought (but it could potentially be?). Casting audio from my Google Home mini ACTIVELY changes the behavior of how fullscreen is displayed. I use that as my speaker.

@jmfranc I don't watch anything on twitch, but I just tried a couple of streams and switching to full screen works fine. I'm using three monitors, but they all have the same screen resolution.

That's rather strange. Can you explain in more detail what happens when you use that speaker?
