@gmg FYI: As I built this filter I was pretty confident with my formatting but after a while (maybe 12-15) different criteria, the entire filter stopped working entirely. Before I start over, maybe someone can tell me where I went wrong or maybe there is a limit on filters?
//MODEDIT: added the code block

@janrif
Why do some things there have double quotation marks? Like this "" ?Also why is the last symbol there
. Can you delete that?

Good questions. I'm going to test again w corrections.

@janrif since it took me a while to get it, with "the last symbol" I believe @gmg meant that you have a closing > bracket behind the last mail address.
you also have a ^ in front of the "your target cicle"
As another question ... are you really trying to set up a hard coded spam filter here? Doesn't your mail provider also give you spam filtering options?

I think I spotted (& corrected) the errors you pointed out; thank you. But to be clear, if I am filtering for emails w subject this and that do I filter using quotes around phrase, i.e. subject:"this and that" or search subject: this and that w/o quotation marks?

Yes, Gmail has good spam filters & I forward from a Gmail account but I've not figured out how to do that at Vivaldi.net. Much//some of the spam is from my vivaldi.net account.
Also building a filter like I'm doing: gives me practice, tests filtering results, allows me to correct // change criteria as the filtering system becomes more sophisticated. For example, I'm assuming some day @gmg will add an action like AND NOT LABEL, & I'll be able to add // test that with the test filter.
