You have exceeded the request limit for SMS code verification

I'm trying to verify my phone number for Vivaldi webmail, but when I enter the code and click submit, I get the error message "You have exceeded the request limit for SMS code verification" despite that being the first code ever sent to me. It says to contact support if I never got a code, but I did get a code, and entered it. How can I verify my account if it won't let me submit the code it sends me?
