Viewing local html files

Since the latest Android version of Vivaldi has been installed, I can no longer view html files - file:///sdcard/wb/xxx.html, for example. I have been using this on my Samsung phone very successfully since Vivaldi became available on Android. It still works on a Nexus 10 tablet, but I'm not sure whether there is a pending update to Vivaldi or Android on that tablet - haven't had time to check.
On the Samsung phone I can access local files using another file management app, but Vivaldi doesn't appear to "see" any html or css files on the SDCARD - only image files.
Is this a new security "feature" in Vivaldi or is it because of new restrictions in Android itself?
If it's just a new bug that might be fixed soon, I don't want to waste time working on work-arounds.

Vivaldi Android Snapshot/Stable 4.1I guess you are not at first place to get a bug fixed, there are thousands of bugs waiting for a fix.

This is a big problem in android 11. They actually mess the update and brake basic function of browsers. We need to give permission to all files for proper browser function
