I've not seen anything related.

You may need to search for Chrome instead and try to apply it to V.

Here are the steps to see Developer Tools, including console, on a Mac:

Go to vivaldi://inspect/#devices on your desktop version of Vivaldi
Connect phone via USB cable (enable USB debugging in developer options first)
com.vivaldi.browser will show your Vivaldi mobile browser, where you can choose to inspect any individual tab

Much easier than I thought!
