Can't set Vivaldi as default browser in Windows 7

My PC runs Windows 7, 64 bit, Internet Explorer 11 as the web browser, no networks, I am administrator, and I am trying to set Vivaldi as my default web browser. I have downloaded Vivaldi.3.7.2218.52.x64 from https//vivaldi.com/download/ and have installed it on my computer, but am unable to set it as the default browser. I have taken the following steps to this end:
On Control Panel > Programs >, Default Programs: On "Set your default programs", I clicked on Vivaldi.
On Control Panel > Programs >, Default Programs: On "Set program access and computer defaults" I clicked on "Custom", and on "Choose a default web browser" I turned on the Vivaldi button, and unchecked "Enable access to this program" for Internet Explorer.
After closing "Control panel" and returning to "Set program access and computer defaults", the Vivaldi radio button had returned to the off setting.
Running the Vivaldi browser as administrator, in "Default Browser" window (where it stated "Vivaldi isn't your default browser"), I clicked on "Set as Default". Then in settings (where it also stated that Vivaldi was not the default browser), I clicked on "Set as Default", but no window opened with default app settings, as the Vivaldi help section stated that it would. On closing and reopening Vivaldi Browser, Vivaldi was still not the default browser.
Certain websites that I visit are still informing me that my browser is too old to work properly on the site, and certain related features no longer work.
Any help anyone could provide would be greatly appreciated. Thank you very much.

@jig135 , being a fixed component of the OS, IE in Windows 7 is certainly not so simple to ignore, nor can it be uninstalled, but there is a possibility in the Control Panel in the Programms and Characteristics there is an option to disable Windows functons and in this you can disable IE as well. With this Windows no longer takes it into account and by force has to accept Vivaldi as the default browser.
PS, if you have the latest version of Vivaldi, surely there will be no problems on any page with 'Browser outdated'. Outdated is only IE. -

?
Your windows user has admin rights, or you run vivaldi as admin with right click? Because the steps you did seems correct.
But usually you only need to launch it and set it. With no extra steps, especially as you already followed thedefault programs
route.Certain websites that I visit are still informing me that my browser is too old to work properly on the site, and certain related features no longer work.
We need to know where. Is pretty strange, as Vivaldi should be detected as chromium on which almost any site will work. An extension (if any) could interfere. Or the adblocker.

Thank you for your reply. As per your surrestion, I went to Control Panel > Programs > Turn Windows features on or off. There, I unchecked "Internet Explorer 11". After Windows made the change, I could no longer access the internet through any of my links. Consequently, I went back to Control Panel and re-checked "Internet Explorer 11", which restored internet access. However, my situation remains the same.

As per administrator, on "Control Panel > User Accounts and Family Safety > User Accounts", it lists me by my first name as administrator.
It appears that Internet Explorer and not Vivaldi is the default browser, as Vivaldi would have worked like you stated, and apparently the "browser is too old" message is an indication of this.
In addition to my aforementioned changes and as per the suggestion of another reply, I unchecked "Internet Explorer 11" in "Control Panel > Programs > Turn Windows features on or off", whereupon I could no longer access the internet. I have since re-checked Internet Explorer and access to the internet was at least restored, although Vivaldi apparently is still not my default browser.

I'm also having the same problem. Is it possibly due to the latest version of Vivaldi? Or has someone had this experience with earlier versions? If I go to the "Set your default programs", I can't even find Vivaldi, despite restarting the machine. Any ideas?
