Correct reopening after reboot in MacOS

Unlike Safari, Chrome and most other common applications in MacOS - Vivaldi does NOT remember what desktop and monitor it was located on. It simply reopens every one of its windows on the current active monitor and desktop space. All other apps will not only reopen their windows, they will arrange themselves on their original monitor and desktop space as before. This is a grea feature of Mac OS and very useful for users with many open windows and desktops that separate out various areas of work, personal and research into different desktops and monitors.
Why can't Vivaldi do this as well?
