I recently discovered Vivaldi after the new Firefox 89 UI hit beta and I almost choked upon my own vomit.
Your two level tab stacking is amazing. Thank you to everyone involved with this project. You're doing the Lord's work.
The only issue with two-level tabs is how much more time it takes to precisely click on a tab in the second row (e.g. Fitts' Law). I'm trying to adjust my workflow by using the tab popup preview sometimes to click a tab from there, or the scroll wheel once I've quickly hovered over the top level tab to move around in the sub-tabs, but neither one is ideal and also there's a few bugs now and then that make it inconsistent.
One option that I think would be amazing would be to have the top level tabs be a sidebar, and then the second level tabs just show as normal tabs at the top. And to have this be a different sidebar (at least optionally) than the one you have now with bookmarks, etc.
This is a big Fitts' Law win because we have the screen borders on the side and the top to help our mice narrow in quickly on BOTH sets of tabs without shooting past them. It also opens up the possibility of having way more stacks because right now, once you got past about 10, it starts feeling pretty cramped at the top. So if the stacks went vertical in a sidebar, you could easily have 20-30 just fine. I'm literally drooling at how amazing this would be.
Other than gaming, almost everything I do on my computer is in a web browser. I own two businesses and also do plenty of personal non-work browsing. My old set up was basically three Firefox windows with the "Panorama Tab Groups" extension to manage multiple workspaces within each window. It was messy as heck but I had slowly grown into it. But now that FF has ruined their UI, I'm trying to restart from scratch. My absolute dream would be to be able to get EVERYTHING that I do in a browser to fit into a SINGLE WINDOW... and two level tabs are letting me do just that. THANK YOU! But having the option to make use of the sidebar for the top level would literally cause my head to explode from pure joy.
If you've ever seen the Workona tab management Chrome extension, this is basically what it does, except as an extension it's much less powerful than somethign built into a browser natively. E.g. the sidebar only shows up when you go to the Workona tab so extra clicks/shortcuts are required. Also Workona has a bunch of other features that don't interest me that you can't turn off so there's too much noise in the UI for me. But the basic idea is similar, workspace in the sidebars and tabs at the top for each workspace.
Anyways, thanks for considering my idea! I really love the work you guys are doing!

It's very handy to use and also quick. Really love it but I won't switch completely to brave.. I really stand behind the drive of vivaldi. -
@rachmaninov This is similar (not quite the same, but close) to tab stack, if I understood it correctly.
The main differences: different style for the groups (more line Telegram's tabs) and, I suppose, the ability to "send to Workspace X". And, of course, would still have stacks inside a workspace -

I installed Vivaldi for the first time today, coming from using Opera and I have to say the lack of Workspaces is a real productivity shot. I love the idea of stackable tabs, but workspaces isn't just a tab grouping, it's a browser equivalent of virtual desktops. Workspaces creates separate processes for each workspace, and retains the space after close.
It makes dividing the browser into projects incredibly easy, like having 5 separate browsers.
Workspaces combined with stackable tabs and split screen would be incredibly powerful and professional tool. Even more so if Vivaldi gave us more than the maximum of 5 Workspaces that Opera gives. 10 would be ideal.

@stivernaplamion I cannot miss what I never had, but I find that saved sessions make it easy to maintain different sets of tabs/windows for different projects. I can open a session in a new window, or in the current window.
It is just a bit inconvenient when I need to update a session. First I have to delete the old one, then resave the modified session. There are many feature requests to suggest improvements to session management.
