Screen Tearing while watching videos in full-screen (AMD GPU)

I'm experiencing constant screen tearing while watching videos in full-screen. The issue is only present while using Vivaldi. Firefox and Chrome don't seem to have this issue.
Being that the issue is related to vertical sync, I've checked whether the option for sync is enabled in the GPU settings, which it is (Enhanced Sync to be precise). Graphics card I have is Gigabyte RX 5700XT Gaming OC. I saw that some people have said that disabling hardware acceleration can fix this issue, but that would mean that all the processing would be done through CPU and won't be delegated to other hardware components, such as GPU for graphics loading, which would result in poorer performance.

I'm expieriencing the same problem on my old gaming machine which is now connected to my TV:
Tearing at constant hight in Fullscreen on Youtube and other video streaming sites.
My GPU: Sapphire Radeon R9 390 Nitro.In 2017 someone solved it by disabling hardware acceleration, which is not an option for me because of the slow CPU (AMD Phenom II X4 940 BE).
The strange things:
- It didn't have tearing when it was my main pc, attached to a 144hz gaming screen using DisplayPort and to a 60hz Plasma TV using HDMI. The latter one is still connected now, the first one is not.
- CyberFox doesn't produce any tearing playing the same streams.
