What Custom CSS to change the color of about:blank?

To change about:blank and other pages in Firefox, it's just a little something like this:
@-moz-document url("about:home"), url("about:blank"), url("about:newtab"), url("about:privatebrowsing") { html:not(#ublock0-epicker), html:not(#ublock0-epicker) body, #newtab-customize-overlay { background: #23272a !important; color: #ffffff !important; } a { color: #7289da !important; } }
What's needed to do the same with Vivaldi? Is there's a guide somewhere I can read on customizing the Vivaldi UI through CSS in general?

@xnaas For what purpose do you want to change the color of about:blank? If it's for the New Tab Page, than there is an easy workaround I posted in the thread you have linked: https://forum.vivaldi.net/topic/29218/customize-a-dark-color-for-the-new-tab-blank-page/17
