Switching tabs via keyboard doesn't switch focus

When I switch tabs via ctrl-pgup or ctrl-pgdn, the focus doesn't switch to the new tab. For example, if I ctrl-pgup (or pgdn) to a tab containing a google doc and begin typing, nothing happens. I first have to click on the page, then I can type. It's not a google problem. When I ctrl-pgup (or pgdn) to an open pdf, I can't scroll via the arrow keys. I first have to click on the page.
For those of us who prefer keyboard shortcuts over reaching for the mouse, this is a pretty big downside to using vivaldi.

@AntolinDavies Always provide example pages with link where your problem can be reproduced. I tested this on this page: http://www.stluciadance.com/prospectus_file/sample.pdf
The problem might be more complicated than I initially thought, because the keyboard shortcut to focus the page doesn’t work either.
A little tip on the side: maybe change the shortcut to change tabs to your home‐row, page‐up and page‐down require you to move your hand too,
