Google services APK

I downloaded the Android Snapshot APK from https://downloads.vivaldi.com/snapshot/Vivaldi.3.1.1905.3_armeabi-v7a.apk
This APK still looks for google services, shouldn't this one be free from google and the one you get at the google play store then should include everything google?
For example when clicking on a youtube video I get a popup that says:
"Vivaldi won't run without Google play services, which are missing from your device"Does Vivaldi Android look for google services in it's notification?
I remember in the 2.12 version there was no notification about google services.

Google Play Services are likely needed for website push notifications, the APK provided on website should be identical to the Play Store one anyway. Do you mean that the video won't play either or is it just a notification?

It's just a notification, everything works.
I was under the impression that since the APK didn't come from the play store it wouldn't ask for google services, other APK's that do not come from the play store don't ask for google services unless they require it.
In my ROM LinageOS for Vivaldi app notifications I found a check box for "google play services availability" I unchecked it and now I do not get the notifications.
My other web browsers do not have this notification.

I get the similar message ("You need to install Google Play Store...") but have never loaded it.
Using the Stable APK from the Vivaldi site. -

Can your other browsers receive push notifications from websites? The point is that AFAIK to offer this feature in Android the developers need to implement Google's GCM (or its successor FCM) which is available via Google Play Services (which probably is also needed for the geolocation service).
@madiso Do you know if Vivaldi could use something else for this?
