Webcam problem

Hello to all,
does anyone has the problem with webcam, for example on this (and any other) page:
https://www.onlinemictest.com/webcam-test/I've allowed accessing Vivaldi to the webcam.
The light on webcam is on (therefore webcam works), however I get black area in the webcam test field.I'm running Vivaldi 2.11.1811.33 (Stable channel, 64-bit) on opensuse 15.1.

@coronium It works for me. I had to allow camera access to apps in my Windows Privacy settings, and in the site settings.
Does Linux have a system-wide setting for allowing camera access?
Edit: Stopped working again on second try.

@Pesala As I am aware of it, linux doesn't have some "general" privacy settings for webcams.
Just to add, the same page (and webcam) works perfectly using Firefox on the same system.

@Gwen-Dragon Unfortunately, not. I tried on several linux machines (desktops/laptops), with intel i5, i7, n5000 and on old linux amd desktop however with discrete nvidia card (and drivers).
In every case I get black content on that webcam test page.
Firefox (and additionally I tried Falkon browser) do not have any issues. -
