Disabling history

Add option to completely disable history (including non-incognito browsing). Disabling history isn't same thing as making history session-specific like Vivaldi Desktop allows right now. Here are some notes about how things should work when I am using the browser with disabled history outside incognito:
- Site data, including cookies, should be session-specific by default, like on incognito mode. But users should be able to add currently open websites to a whitelist that will store their data across browsing sessions (like normal browsing mode), and what should happen on the go, without opening settings ā something similar to "Save Password?" dialog current browsers use. This way, the browser will keep only needed cookies and not having any browsing history makes me feel comfortable.
- When closing/killing browser and reopening it, tabs should be restored.
- Back/forward navigation should not be disabled.
- There should be a "Reopen closed tab" feature, maybe for 30 seconds within the browsing session.
