Every HTML5 browser can play video - a picture might help.
Even Chrome can play video - the difference being that Chrome on Android will usually use an app if one is available. So if you go to YouTube, Chrome will use the app. Vivaldi should at least give you a choice. But if you want more than that, you need to indicate what that is.
