Scrolling stops frequently

Hi guys,
when browsing through the internet it often happens, that scroll-wheel on my mouse loses its function. I can no longer scroll in that particular tab (other tabs not effected). After reloading (which is obviously not always a proper solution) scrolling works again.
Only Addon I am using is Ublock Origin, but deactivation did not help.
The problem occurs randomly.
I am using Vivaldi 2.4.1488.38 (Stable channel) (64-Bit) on Ubuntu 18.04.2 LTS.
Looking forward for ideas!

I'm experiencing the same problem, scrolling stops working randomly, page refresh helps. Doesn't affect the other tabs. I'm not able to replicate the issue on purpose, as it happens randomly. I suspect it happens when I have my mouse pointer over a certain element of a page (so it "steals the scroll focus" if that makes any sense), but that's only my guess...
I tried disabling all extensions, but it did not help (I use AdGuard instead of Ublock).I'm on Arch linux, all packages up-to-date, Vivaldi 2.4.1488.38 (Stable channel) (64-bit).

Do you have a middle button on your Ubuntu box?
If so, clicking it down with a slight movement then release seems to be a temporary fix that someone stumbled upon.

This have happened several times a day the last months, and still do today with Vivaldi 2.5.1525.46 (64-bit) on both of my computers.
In my experience this happens when a site opens up a panel, help screen, or when enhancing a video or picture on Facebook. It seems that when the page you scroll in open up something on the page, visible to user or not, the scroll wheel looses control of the scrolling.I really hope this can help developers on track of this bug as it is very annoying. And tanks for tip on pressing down scroll wheel twice
