BUG: Scroll wheel stops working intermittently

For the past week I have been experiencing problems where the scroll wheel will stop working on on tab.
I didn't post earlier because this is very hard to repro and I'm not sure how useful this post will be.
- It happens 1 or 2 times in a day.
- It happens on multiple sites including Facebook -- I do not believe that it relates to infinite scrolling sites because I have seen it on long news articles as well.
- Reopening the same page in a new tab restores the functionality.
- The scrollbar still works.
- Keyboard page up and arrows still work.
- Clicking around on different elements does not cause the mouse scroll wheel to start working again.
Apologies for the almost useless bug report but maybe someone else has had a similar experience?

I had same problem.
I see it randomly happened when browsing,even just idling.When I click scroll wheel,it shows a circle and arrow(I don't know its name).
scroll a bit use that circle+arrow then scroll wheel will work again for me.hope this will fix ASAP

I read your post and wasn't sure if it was related but it seems that it is. Thanks so much for your post.
AND, I am so happy because you found a temporary solution (for me).... The last time this happened, a few minutes ago while reading the Vivaldi forums, I pushed down on my scroll wheel which shows this move cursor and after I let go my scroll wheel was working again!

I've been seeing this issue on Ubuntu today. The middle click to scroll feature doesn't exist on Ubuntu, so I can't use the workaround to fix it. I just have to refresh the page and hope scrolling keeps working.

I've been having the exact same problem. Thought it was my mouse, but apparently not. I'll try @xiaoxufeiji1a's workaround, hopefully it suffices until the bug is fixed.

Yes, but they need to keep trying. It is intermittent as I said in the first post. I haven't seen it now for 2 days but it does happen.
BTW, l have a Razer Death Adder 3500dpi gaming mouse and use my computer about 15 hours per day non-stop.

Agreed, testing needs to continue.
I have a Microsoft wireless 3500. It works perfectly except for this issue.
The above mentioned workaround works, but we really shouldn't need a workaround. -
I don't know how,but this bug disappear these days.

I saw this in Opera yesterday. Is it possible this is a Chromium issue?

This happens to me, as you say, very intermittently. The middle click workaround doesn't work for me, since every time I've noticed it, I'd been using a touchpad. I can tell you restarting the browser (you can go to chrome://restart) fixes it somehow. And I don't think it's a driver/system issue, since during the time it's not working in Vivaldi, I'm still able to use the scrolling gesture in other applications. This is in Windows 10 on a Dell XPS 15.

This have happened several times a day the last months, and still do today with Vivaldi 2.5.1525.46 (64-bit) on both of my computers.
In my experience this happens when a site opens up a panel, help screen, or when enhancing a video or picture on Facebook. It seems that when the page you scroll in open up something on the page, visible to user or not, the scroll wheel looses control of the scrolling.I really hope this can help developers on track of this bug as it is very annoying. And tanks for tip on pressing down scroll wheel twice
