Help! Settings go back to the default every time I reboot my computer,,

Settings go back to the default every time I reboot my computer. Though I can bring my settings back by logging in to Vivaldi and switching on the sync setting, I just don't want to repeat this meaningless routine all the time. What can I do to fix this problem?

@audghk0010 Which settings keep disappearing? Do you have any cleaner or blocker software on your computer that could be blocking you from saving changes to your profile?

All the settings including theme, the arrangement of panel and tab bar, quick command settings,, except bookmarks and passwords saved. Yes, I have CCleaner Free, but right after I've done the cleaning, such a problem didn't appear. It only happens when I reboot my computer.
