Downloads get deleted automatically once they are completed...

I found one other topic talking about this from 3 years ago.
This is a permanent thing and I've uninstalled Vivaldi twice and cleared all of it's data each time to reinstall it having the same issue.
It first started after one instance of me clicking "Open" instead of "Save" or "Save As" when the download dialogue prompt shows up. When I did this, the item never actually 'opened' it just vanished from my hard drive after it was downloaded. I thought it was strange so I decided to download it normally through "Save As", the real problem soon arose. After the first instance of it disappearing, Every single thing I've tried downloading since has been unsuccessful.
Once I try using Vivaldi's "Restart" feature for the downloads, it pops up with the default download-incomplete.html

Take note that the amount of bytes stored locally drops instantly to zero after the completed download. The Unconfirmed XXXXX.crdownload file shows up in the designated destination but vanishes once the download is complete.

@jonahwoodside I have never seen this, and cannot reproduce it. All of my downloads, whether Save As, Save, or Open, stay until I delete them.
Please provide a link to the page where this is happening.
Also, specify your Windows series and version number.

@jonahwoodside Maybe your antivirus is deleting it?

@Ayespy I was mistaken in thinking it was ALL downloads/file formats, I've dulled it down to just executables (.exe) being deleted for no apparent reason. Windows 10 Pro Version 1803 (OS Build 17134.523). It's not any specific download link, it's any download that's a .exe.
@Pesala I currently haven't been running any antivirus, so my tests aren't affected by it.

@Gwen-Dragon @Ayespy @Pesala After deep inspection for the past 6 hours, I've concluded that it isn't a localized Vivaldi error nor any browser error. It is a Windows error that is blocking 'new' .exe applications from running/downloading. This is spontaneous and random and I've never seen anything like this before in all my years. A temporary solution to the few .exe's effected by this issue I have to go into the properties and unblock them individually. This doesn't fix my download issue though.

Some antivirus blocking them, perhaps?
